In a post on his Facebook on Sunday, Captain Higgins called Christians to hunt, identify and kill radicalized Islamic suspects:
The free world… all of Christendom… is at war with Islamic horror. Not one penny of American treasure should be granted to any nation who harbors these heathen animals. Not a single radicalized Islamic suspect should be granted any measure of quarter. Their intended entry to the American homeland should be summarily denied. Every conceivable measure should be engaged to hunt them down. Hunt them, identify them, and kill them. Kill them all. For the sake of all that is good and righteous. Kill them all.

Higgins wrote his post the morning after three suspected terrorists plowed a car into a crowd on London Bridge and began stabbing people. The militant group that calls itself the Islamic State claimed responsibility for the attack.
A newly elected congressman from Louisiana who is known as the “Cajun John Wayne” built his tough-guy reputation in a previous job as captain and public information officer of the St. Landry (La.) Parish Sheriff’s Office. As public information officer, Higgins made videos for Crime Stoppers. He began by using standard scripts in his first weeks, but then began to highlight various criminals by name. His videos went viral, and he was referred to as the "Cajun John Wayne". He resigned from the St. Landry Parish Sherriff's Office in February 2016 because of the public outcry against one of his videos. In the video, Higgins referred to the suspects as "animals," "thugs" and "heathens," words that have sparked a heated debate.
Besides the fact that Congressman calls for violence and killing, that kind of summary execution is illegal. Americans have the right of habeas corpus which is recourse in law challenging the reasons or conditions of a person's confinement under color of law. It says: "The privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it." Until a person is proven guilty, punishment may not be imposed.
On the other hand, if ordinary Americans identify and then kill suspected radicalized Muslims, they would commit murder and it is illegal too. What would the world in which Christians walk down the street and see some suspicious Muslims and then — BANG — they kill them because they want to destroy the threat Muslims pose to the free world look like? Please, don’t even imagine that scenario.
